جو کہ Basic Pay Scales 2017 کی Running Basic Pay جو 

سرکاری ملازمین 2022-06-30 کو Withdraw کر رہے تھے

اس Basic Pay کا 15% اسپیشل الاونس 2022@15%  دیا جائے گا.

نے لیٹر جاری کر دیا۔

مضمون:     BS-01 سے BS-19 تک کے پنجاب کی حکومت کے ان ملازمین کو خصوصی الاؤنس 2022 کی منظوری جو کوئی کیڈر/ سروس مخصوص الاؤنس حاصل نہیں کر رہے ہیں۔

مجھے آپ کے دفتری خط نمبر TM-1/2-3A(IV)/2021-22/2971، مورخہ 12.08.2022، اوپر درج موضوع پر رجوع کرنے کی ہدایت کی گئی ہے۔

2. کیس کی جانچ پڑتال کی گئی ہے اور دیکھا گیا ہے کہ محکمہ خزانہ کے خط نمبر FD.SR.V.3-1/2021، مورخہ 20.07.2022 میں واضح طور پر اسپیشل الاؤنس-2022@15% کی منظوری کا ذکر ہے جو Basic Pay Scale-2017 پر دیا جائے گا اور 2022-03-01 سے لاگو ہو گا۔ اب Basic Pay Scale-2022 جو 01-07-2022 سے لاگو ہے۔

لہذا، مذکورہ الاؤنس BPS-2017 کی 2022-06-30 کی Basic Pay پر قابل قبول ہوگا۔

مطلب جو ابھی آپ کی موجودہ Basic Pay ہے 

اس کا 15% آپ کا 

Ad-hoc Relief Allowance 2022 @ 15% ہو گا۔

اس کے علاوہ Conveyance Allowance

Qualification Allowance کو بڑھانے کے حوالے سے کوئی بھی تجویز پیش نہیں کی گئی۔ 

باقاعدہ کنفرمیشن نوٹیفیکیشن کے بعد ہو گی۔

Basic Pay Scale 2017 کا مطلب یہ کہ

اس وقت جو Pay Scale سرکاری ملازمین پر لاگو ہیں وہ 2017 کے لاگو ہیں۔

کیونکہ 2017 کے بعد سے سرکاری ملازمین کے Pay Scale Revised نہیں ہوئے۔

گورنمنٹ ملازمین کی Basic Pay  جو موجودہ ہے۔

اسی Current Basic Pay کا 15% ان کو Disparity Reduction Allowance-2022 ملے گا۔

(a)    Disparity Reduction Allowance-2022 ‎@15%

وفاق کے ان تمام سرکاری ملازمیں کو نہیں ملے گا جو

Additional Allowance / کوئی ایسا Allowance جو ان کی Basic Pay کے 100٪ کے برابر یا اس سے زائد ہے۔

(b)    Disparity Reduction Allowance-2022 ‎@15%

01 مارچ 2022 سے Freeze ہو گا۔

(c)    اس Allowance پر Income Tax کا اطلاق ہو گا۔

یہ الاؤنس Basic Pay کے علاوہ ان تمام الاؤنسز میں شامل ہو گا۔ جو انکم ٹیکس Calculation میں شمار ہوتے ہیں۔

(d)    یہ الاؤنس Leave اور L.P.R کی پوری مدت کے دوران قابل قبول ہوگا۔

سوائے غیر معمولی چھٹی کے دوران

(h)    یہ الاؤنس Suspension کی مدت کے دوران قابل قبول ہوگا۔

(i)    Basic Pay میں Personal Pay بھی شامل ہو گی۔

Basic Pay کے ساتھ جو آپ کا جو Personal Pay کا 15% بھی آپ کو ملے گا۔

Revision of the Rate of Integrated Allowances from Rs. 450/- per month to Rs. 900/- per month w.e.f. 1-7-2021

GOP کے تمام 1 تا گریڈ 4 تک کے سرکاری ملازمین جن کا پہلے Integrated Allowance 450 روہے ماہانہ تھا۔

اب اس کو بڑھا کر 900/- روپے فی ماہ کر دیا گیا ہے۔ اس الاؤنس کا اطلاق 01 جولائی 2021 سے ہو گا۔ 

اس ماہ کی Salary کے تمام گزشتہ ماہ کا بقایا جات بھی Adjust ہو کر آئے گا۔

Clarification Notification Issue کر دیا گیا۔

اس Notification میں وضاحت کی گئی ہے۔

کہ اسپیشل الاؤنس کن Departments / Cadres کو ملے گا۔

پنجاب کے کون سے سرکاری ملازمین اس الاؤنس کے Entitled ہوں گے۔

پنجاب کے کون سے سرکاری ملازمین اس الاؤنس کے Admissible نہیں ہوں گے۔

Special Allowance 2021-@25% پنجاب کے ان تمام سرکاری ملازمین کو ملے گا جو

Cadre / Service Allowance نہیں لے رہے۔

Accountant General Punjab نے اس سے پہلے والے Latter  میں وضاحت کر دی تھی کہ مندرجہ ذیل 

Qualification Allowance, Personal Allowance, Integrated Allowance, Washing Allowance, Entertainment Allowance, Sr.  Post Allowance, Special Conveyance Allowance, Mobility Allowance, Charge Allowance, Overtime Allowance, Computer Allowance

یہ تمام الاؤنسز Cadre Specific Allowance کیٹاگری میں نہیں آتے ہیں۔ اس لئے وہ تمام سرکاری ملازمین جو ایسے Allowances لے رہے ہیں۔ وہ بھی

کے Entitled (حقدار)  ہیں۔

Accountant General Punjab کی جانب سے اسیشل الاؤنس کے ضمن میں لیٹر بھیجا گیا ہے۔ جو مختلف ڈسٹرکٹ اکاؤنٹ آفسز کی جانب سے Special Allowance 2021 کی Admissibility کے ضمن میں Queries بھیجی گئی تھیں۔ ان کی وضاحت کی گئی ہے۔ اگر اس میں کچھ اختلاف ہوا تو اس کی کلئیریفیکیشن ایشو کی جائے گی۔

اس کو Director General DAOs کے Approval کے بعد ایشو کیا جائے گا۔

اس لیٹر میں وضاحت کی گئی ہے۔

کہ کن کن کو یہ اسپیشل الاؤنس ملے گا۔

کون اس الاؤنس کا Entitled ہو گا۔

کون کون اس الاؤنس کے لئے Eligible نہیں ہوں گے۔

یہ الاؤنس پنجاب کے ان تمام سرکاری ملازمین کو ملے گا جو Cadre / Service Allowance نہیں لے رہے۔

Special Allowance 25% کا اطلاق کس Basic Pay Scale-2017 کی Stage سے ہوتا ہے۔ اور اس کا اطلاق کس ماہ سے ہو گا۔

اس کی کنفرمیشن Punjab Finance Department کے Official Notification کے بعد ہو گی۔ 

اسپیشل الاؤنس صرف ان گریڈ 1 تا گریڈ 19 کے سرکاری ملازمین کو ملے گا۔ جو اس سے پہلے کسی قسم کا کوئی اضافی الاؤنس کسی خاص Incentive Allowance کی مد میں نہیں لے رہے ہیں۔

اس کے مطابق آپ کی ابھی جو 

Currant Basic Pay ہے۔

اس کے مطابق آپ کی Basic Salary کا 25% آپ کو Special Allowance 25% ملے گا۔

2017 کے بعد Pay Scale Revised نہیں ہوئے۔ لہذا اسی وجہ سے Basic Pay of 2017 کا ہی زکر ہو گا۔
