The undersigned is directed to refer to Finance Division's O.M.No.F.3(6)Imp/2024, dated 24-11-2025 and to state that the benefit of M. Phil Allowance admissible under Finance Division's O.M.No.F.3(6)Imp/2016-336, dated 01-07-2016@ 25% of the existing amount of Ph.D. Allowance (i.e. Rs.2,500/- per month) as per prescribed conditions may also be extended to those who acquire/possess an equivalent degree recognized by the Higher Education Commission (H.E.C.) with effect from 17-07-2026 on provision of equivalence certificate.

Reference to the SBP's letter No.BPRD/AML-04/2026-1171562 dated July 09, 2026. With reference to Rule 35(1) of Federal Govt. Receipt and Payment Rules, 2025, a pensioner drawing pension through direct credit system shall undergo biometric verification biannually on National Database and Registration Authority (NADRA) system from any branch of a bank, other facility as made available for biometric verification by the NADRAorGovernment, or provide a life certificate to the Accountant General/District Accounts Officer.
2. With reference to Rule 35 (2) of the said Rules, if a pensioner drawing pension under the provision of rule 35(1) fails to submit a life certificate or fails to undergoNADRA biometric verification as provided in rule 35(1), the relevant pensioner's authorityshall not credit payment in the pensioner's bank account. The dormancy requirement on part of banks shall not be applicable, for the purpose of these rules, please.
