Conveyance Allowance is allowed to the employees to compensate their expenses for the distance of travelling between the residence of Government servant and his / her place of duty (i.e; Local Travelling Expenses).
Conveyance Allowance will be admissibleonly for the period during which the civil servant held the post to which the conveyance allowance is attached and will not be admissible during leave or joining time.
Conveyance Allowance is not admissible during leave and joining period in the light of Rule 1.15(2) of The Punjab Travelling Allowance Rules.
Rule 1.15(2) of The Punjab Travelling Allowance Rules
Conveyance Allowance falling under Rule 1.14(ii) will be admissible only for the period during which the civil servant held the post to which the conveyance allowance is attached and will not be admissible during leave or joining time.

Conveyance Allowance is of two kinds:
(i) that sanctioned on the condition that a particular type of conveyance will be maintained by the civil servants;
(ii)that sanctioned without any such condition being imposed.
Officers who are availing Government vehicles including Bikes (Sanctioned / Pool) are not entitled to the facility of Conveyance Allowance. The instructions whereby Conveyance Allowance was allowed on a certificate of not using vehicle from house to office and vice versa was withdrawn.
Employees who are residing in the residential colonies situated within work premises are not entitled to the facility of Conveyance Allowancevide letter No. F.D.SR-I-9-4/86(PR)(P) dated: 15-10-2011 & 21-04-2014.
Conveyance Allowance is not admissible to the Teachers during winter or summer vacations as they belong to Vacation Department (Finance Department’s Policy letter dated: 18-08-1977).
Officers of the Vacations Department who are required to attend their official duties during vacation (or part thereof) would be entitled to draw Conveyance Allowance vide Finance Department’s Policy letter dated: 18-08-1977.
A Vacation Department is a department, or part of a department, to which regular vacations are allowed during which Government servants serving in the department are permitted to be absent from duty as per Rule 8.60 of Civil Service Rules, Vol-I (Punjab).

According to this rule, a competent authority may specify the departments or parts of departments which should be treated as vacation departments and the conditions in which a Government servant should be considered to have availed himself of a vacation.

NO.FD.SR-III-04-01/2026.:- In exercise of the powers conferred under Section 23 of the Punjab Civil Servants Act, 1974 (VIII of 1974), Governor of the Punjab is pleased to make the following amendments in the Punjab Civil Services Pension Rules, with immediate effect:
AMENDMENTS
In the Punjab Civil Services Pension Rules:
1. IN CHAPTER III - DIFFERENT KINDS OF ORDINARY PENSION AND CONDITIONS FOR THEIR GRANT, in rule 3.5:
(a) In clause (i), for the words "or such less time as may for any special class of government servant be prescribed", the expression "or on attaining 55 years of age, whichever is later"shall be substituted;
(b) In clause(ii), after the words "misconduct or corruption", the expression "after completion of 20 years qualifying service" shall be inserted;
(c) in Note (1), after the expression "25 years qualifying service", the expression "or on attaining 55 years of age, whichever is later" shall be inserted; and
(d) Note (3) shall be omitted.
2. In CHAPTER IV- AMOUNT OF ORDINARY PENSIONS, in rule 4.4, in sub-rule (1), in the existing proviso, at the end, for the "full stop", the expression"; and" shall be substituted and thereafter, the following shall be inserted:
"Provided also that:
(a)Voluntary retirement after 25 years qualifying service or on attaining 55 years of age, whichever is later; and
(b) Compulsory retirementafter 20 years qualifying service;
