Revision of Basic Pay Scales and Allowances of Civil Servants of the Punjab Government 2026

The Governor of the Punjab has been pleased to sanction Revision of Basic Pay Scales and Allowances with effect from 1st July, 2026 for the Civil Servants of the Punjab Government.

Part-I (Pay)

2.    Revision of Basic Pay Scales:

The Basic Pay Scales 2026 shall replace the Basic Pay Scales 2022 with effect from 01.07.2026

3.    Fixation of Pay of the existing employees:

(i).    The basic pay of an employee who was in service on 30.06.2026 shall be fixed in the Basic Pay Scales-2026 on point to point basis, i.e., at the stage corresponding to that occupied by him/her above the minimum of Basic Pay Scales-2022.

(ii).    In case of Personal Pay being drawn by an employee as part of his/her basic pay beyond the maximum of his/her pay scale on 30.06.2026, he/she shall continue to draw such pay in the Basic Pay Scales-2026 at the revised rates.

4.    Annual increment:

Annual increment shall continue to be admissible, subject to the existing conditions, on 1 December each year.

Part-II (Allowances)

5.    Ad-hoc Allowances:

The following Adhoc Relief Allowances granted w.e.f. 01.07.2022 & 01.07.2025. shall cease to exist with effect from 01.07.2026:

8.    Ad-hoc Relief Allowance-2026:

(i).     An Adhoc Relief Allowance-2026 @ 7% of the running basic pay of BPS-2026 shall be allowed to the Civil servants of the Punjab Government as well as contract employees 

(ii).     The Adhoc Relief Allowance-2026 will be subject to Income Tax

(iii).     The Adhoc Relief Allowance-2026 will be admissible during leave and entire period of L.P.R. except during extra ordinary leave

(iv).     The Adhoc Relief Allowance-2026 will not be treated as part of emoluments for the purpose of calculation of pension/gratuity and recovery of House Rent

(v).     The Adhoc Relief Allowance-2026 will not be admissible to the employees during the tenure of their posting/deputation abroad

(vi).     The Adhoc Relief Allowance-2026 will be admissible to the employees on their repatriation from posting/deputation abroad at the rate and amount which would have been admissible to them, had they not been posted abroad

(vii).     The Adhoc Relief Allowance-2026 will be admissible during the period of suspension

(viii).     The Adhoc Relief Allowance-2026 will not be admissible to contract employees appointed on fixed/lump sum pay package

(ix).     The term "Basic Pay" will also include the amount of Personal Pay granted on account of annual increment(s) beyond the maximum of the existing pay scales.

10.     Conveyance Allowance:

Conveyance Allowance, admissible to civil servants of Punjab Government, shall be revised as per following rates:

BPS 01-04                Rs. 2,678/-

BPS 05-10                Rs. 2,898/-

BPS 11-15                Rs. 4,284/-

BPS 16 & above      Rs. 7,500/-

11.     Special Conveyance Allowance:

Special Conveyance Allowance, admissible to disabled employees of Punjab Government, shall be enhanced from Rs.6,000/- per month to Rs.10,000/- per month, in addition to normal Conveyance Allowance. 

12.     Option:

(a).     All the existing civil servants (BS-1 to 22) of the Punjab Government, shall within 30 days commencing from the date of issuance of this Notification, exercise an irrevocable option in writing and communicate it to the Accountant General Punjab /District Accounts Offices/DDO concerned, as the case may be, either to continue to draw salary in the Basic Pay Scales-2022 or in the Basic Pay Scales-2026, as specified in this notification.

(b).     An existing employee, as aforesaid, who does not exercise and communicate his/her option within the specified time limit, shall be deemed to have opted for the Scheme of Basic Pay Scales-2026.

The undersigned is directed to convey that Federal Government has approved to enhance the rate of Special Conveyance Allowance admissible to disabled Civil employees of the Federal Government paid out of Civil Estimates and Defence Estimates, from existing rate of Rs.6000/- to Rs. 10,000/- per month, in addition to normal Conveyance Allowance, with effect from 1st July 2026, as per existing terms and conditions.

The Federal Government has Approved Revision of Basic Pay Scales & Allowances with effect from 1 July, 2026 for the Civil Employees of Federal Government

Part-I (Pay)

2.    Revision of Basic Pay Scales:

The Basic Pay Scales (BPS)-2026 have been introduced by merging Ad-hoc Relief Allowance-2022 and Ad-hoc Relief Allowance-2025.

3.    Fixation of Pay of the existing employees:

ٹرانزٹ ادائیگیوں کو جدید، محفوظ اور انتہائی سہولت بخش بناتا ہے۔ 

ایک مربوط کلوزڈ-لوپ سسٹم کے طور پر، یہe-Transit ورچوئل والیٹ پبلک ٹرانسپورٹ کے مختلف نیٹ ورکس کو ایک واحد ڈیجیٹل انٹرفیس کے تحت یکجا کرتی ہے۔ 

e-Transit ورچوئل والیٹ اسی ضرورت کو پورا کرنے کے لیے ایک مربوط اور محفوظ ڈیجیٹل ایکو سسٹم فراہم کرتی ہے۔

•    میٹرو نیٹ ورک: بشمول ایل ایم بی ایس (LMBS)، او ایل ایم ٹی (OLMT)، پی ایم بی ایس (PMBS)، ایم ایم بی ایس (MMBS) اور دیگر مربوط ٹرانزٹ سروسز۔

نمایاں اور تکنیکی خصوصیات:

•    100% ڈیجیٹل تجربہ:    اب کسی بھی قسم کے فزیکل کارڈ کو ساتھ رکھنے کی ضرورت نہیں ہے۔ 

•    ہموار انضمام (Seamless Integration):    e-Transit ورچوئل والیٹ ایک وسیع نیٹ ورک کا احاطہ کرتا ہے، جس میں ای وی (EV) بسیں، سپیڈو بس سروس، اور اہم میٹرو پروجیکٹس (بشمول LMBS, OLMT, PMBS, اور MMBS) شامل ہیں۔

مسافر ایک ہی ایپ کے ذریعے ان تمام سہولیات تک رسائی حاصل کر سکتے ہیں۔ 

•    سیکیور پیمنٹ:    موبائل بیسڈ ادائیگیوں کا نظام انتہائی محفوظ اور قابل اعتماد ہے۔

کلوزڈ-لوپ سسٹم ہونے کے ناطے، e-Transit ورچوئل والیٹ خاص طور پر ٹرانسپورٹ کے لیے مخصوص ہے۔ 

یہ فعالیت اسے عام بینکنگ ایپس سے الگ کرتی ہے، جس سے سیکورٹی کا معیار مزید بڑھ جاتا ہے۔

 

•    بغیر کسی رکاوٹ کے فعالیت:    فزیکل کارڈز کے گم ہونے یا خراب ہونے کے خدشات اب ماضی کا حصہ ہیں۔

موبائل پر مبنی ادائیگی کا یہ عمل مسافروں کے سفر کے دوران وقت کے ضیاع کو کم کرتا ہے۔

 

•    آپریشنل ایفیشینسی:    فزیکل انفراسٹرکچر کی انحصار کو ختم کرکے ادائیگی کے عمل کو ڈیجیٹائز کرنا، جس سے مسافروں کے لیے سفر کا وقت کم سے کم ہوتا ہے۔ 

•    مخصوص استعمال:    e-Transit ورچوئل والیٹ میں موجود فنڈز کو صرف پبلک ٹرانسپورٹ کے کرایوں کے لیے مختص کیا گیا ہے، جس سے اس کا استعمال شفاف رہتا ہے۔ 

•    سہولت:     یہ خاص طور پر ان مسافروں کے لیے بہترین ہے جو اپنی روزمرہ کی نقل و حمل کے لیے اسمارٹ فون کا کثرت سے استعمال کرتے ہیں۔

پالیسی اور رسائی:

ای-ٹرانزٹ کا تنظیمی ڈھانچہ صارفین کی سہولت کو مقدم رکھتا ہے، اسی لیے اس کے اصول انتہائی سادہ اور صارف دوست رکھے گئے ہیں: 

•    فوری اجراء:     e-Transit App ڈاؤن لوڈ کریں، اکاؤنٹ بنائیں اور فوری طور پر اپنا ورچوئل والیٹ فعال کریں۔ 

•    بلا معاوضہ رجسٹریشن:    اس سروس کے لیے کوئی رجسٹریشن یا اجراء کی فیس لاگو نہیں ہے۔ 

•    کلوزڈ-لوپ سسٹم:    چونکہ یہ ایک 'کلوزڈ-لوپ' (Closed-loop) سسٹم ہے، اس لیے اسے صرف پبلک ٹرانسپورٹ کے لیے استعمال کیا جا سکتا ہے۔ 

اسے ریٹیل خریداری یا بینکنگ ٹرانزیکشنز کے لیے استعمال نہیں کیا جا سکتا، جو اس کے استعمال کو مزید محفوظ اور ٹرانسپورٹ تک محدود رکھتا ہے۔

•    فوری ڈیجیٹل آن بورڈنگ:     صارفین e-Transit App کے ذریعے فوری طور پر اپنا ورچوئل والیٹ بنا سکتے ہیں، جس کے لیے کسی پیچیدہ دستاویزاتی عمل کی ضرورت نہیں ہے۔ 

•    لاگت سے پاک سروس:    ای-ٹرانزٹ کا مقصد عوامی سہولت ہے، لہذا اس کے اجراء یا رجسٹریشن پر کوئی فیس عائد نہیں ہے۔ 

•    محدود مگر مؤثر استعمال:    کلوزڈ-لوپ سسٹم کی فعالیت کو صرف ٹرانسپورٹ تک محدود رکھا گیا ہے، تاکہ صارفین اپنے سفر کے بجٹ کو ریٹیل یا دیگر غیر متعلقہ اخراجات سے الگ رکھ سکیں۔

نتیجہ: 

e-Transit App پبلک ٹرانسپورٹ کے نظام کو ڈیجیٹلائز کرنے کی جانب ایک اہم سنگ میل ہے۔ 

یہ سسٹم نہ صرف مسافروں کو ایک باوقار سفر فراہم کرتا ہے بلکہ ٹرانسپورٹ نیٹ ورک کی کارکردگی کو بھی بہتر بناتا ہے۔

Clarification Regarding Employment in Bs (01-15) of 'Widow/Son/Daughter' of Government Employees Who Die In Service under Prime Minister's Assistance Package

The undersigned is directed to refer to the subject cited above and to state that in compliance of Federal Constitutional Court's judgment dated 27-02-2026, passed in F.C.P.L.A. Nos. 508, 591, 346, 347, 348, 589, 267, 593, 130 & 353 of 2025, it is clarified that all cases for appointment of one family member of deceased federal government employee under PMAP where death of an employee had occurred on or before 17-10-2024 (i.e. before the judgment of Supreme Court of Pakistan dated 18-10-2024) may be processed / decided in accordance with this Division's O.M No. 8/23/2021-E-2(pt) dated 23-12-2022, as per the judgment ibid of Federal Constitutional Court.

2. All Ministries / Divisions are requested to ensure compliance to the aforementioned clarification/instructions and also circulate the same to the attached departments and sub-ordinate offices under their administrative control for implementation in letter and spirit.
