MPhil Allowance to HEC Recognized Equivalent Degree
Grant of MPhil Allowance to those Who Acquire/Possess an Equivalent Degree Recognized by HEC
Grant of MPhil Allowance Rs.2,500/- Per Month to those Who Acquire/Possess a Degree Recognized by the Higher Education Commission
The undersigned is directed to refer to Finance Division's O.M.No.F.3(6)Imp/2024, dated 24-11-2025 and to state that the benefit of M. Phil Allowance admissible under Finance Division's O.M.No.F.3(6)Imp/2016-336, dated 01-07-2016@ 25% of the existing amount of Ph.D. Allowance (i.e. Rs.2,500/- per month) as per prescribed conditions may also be extended to those who acquire/possess an equivalent degree recognized by the Higher Education Commission (H.E.C.) with effect from 17-07-2026 on provision of equivalence certificate.
The Higher Education Commission (HEC) has revamped the existing Degree Attestation System (DAS) with a complete online and paperless attestation system.
The new system is secure, efficient, and user friendly wherein the
applicants are no longer required to physically visit HEC or send original documents.

online attestation at web-link
www.eservices.hec.gov.pk.
An E-Attestation Certificate will be issued to the applicants through the system,
which can be verified at
www.hec.gov.pk/site/verification
along with the document(s) attested thereunder.
No photocopy of any educational document will be processed for attestation in new system.
The Attestations made by HEC before the launch of e-Attestation Certificate will remain valid and can also be verified from
www.hec.gov.pk/site/verification.
The online Degree Attestation System with E-Attestation Certificate will be launched and effective from 11th May, 2026.

I have a transcript only as my degree has yet not been issued. Can I apply for its attestation without a degree?
Only Transcript is attested by HEC subject to the condition that said original transcript must be verified by the Controller of Examination of concerned university from back side or photocopy of transcript from front side.
Is it mandatory for the applicant to attest his/her degree /transcript from the Controller of Examination of concerned university before submission to HEC for attestation?
No. It is not mandatory in general.
The verification of degree/transcript from concerned university is usually required under the following circumstances:
(i)If there is any misprint, overwriting, erasing on degree/transcript;
(ii)there are only scanned signatures on transcript(s) & degree(s);
(iii)If such directions have already been issued to concerned university;
(iv)The Attestation Officer feels it necessary that a degree/transcript/certificate requires verification from Controller of concerned university then the applicant is required to provide verification from Controller of examinations of concerned university.
